You should have a Statement of Objective or Performance Work Statement detailing all of the objectives you want the service provider to perform. Ensure that these requirements are written from a performance-based standpoint (listing what you want done vs. how you want it done).

Contact CONS to see if similar services were purchased recently and if an example PWS/SOO is available.

For more complex services, you may need to coordinate with base agencies to ensure that their required verbiage is included. These include 82 TRW Safety, 82 SFS, 82 CES, 82 CEF (Fire), Information Protection, and 82 FSS Manpower.
